Dallas Police
00 p.m., the Dallas Police and the Assaults Unit responded to the 1700 block of Bannock Avenue.
The preliminary investigation determined the victim, 58-year-old Horace Anne Andrews got into an argument with the suspect, Billy Wayne Council. During the fight, Council poured a flammable liquid on Andrews, lit her on fire, then sped away from the scene. Andrews was taken to a local hospital in critical condition. Council was arrested and charged with Aggravated Assault – Serious Bodily Injury.
On September 30, 2023, Andrews died from her injuries. The charge against Council has been upgraded to Murder. Council remains in the Dallas County Jail.
