Tampa Police Bust Illegal Gambling Ring

On February 9, 2025, members of the Tampa Police Department Street Anti-Crimes Squad, SWAT Team, K-9, and Bomb Squad arrested three suspects who were operating an illegal gambling house out of the All Stars Tampa Domino Club on the 2300 block of W Waters Ave.

In December 2023, officers assigned to the Street Anti-Crimes Squad were made aware of the alleged illegal gambling operation.

Throughout the entire 2024 year, officers visited the establishment in an undercover capacity and placed a multitude of bets. Through their investigation, officers determined that the All Stars Tampa Domino Club operated seven days a week and that the three suspects, 67-year-old Marcelino Perez (W/M, 01/23/1958), 32-year-old Charlie Parilla (W/M, 01/27/1993), and 29-year-old Kendrick Franklin (B/M 02/14/1995), were all connected with the operation.

Additionally, it was determined that due to the everyday operation and the establishment’s focus on placing illegal sports bets, their operation created a pattern of racketeering.

Following the execution of a search warrant on February 9, 2025, officers seized numerous computers, receipts used for illegal gambling, more than $12,000, and a semi-automatic pistol. As a result, Perez, Parilla, and Franklin were taken into custody.

“The success of this operation is a testament to the tireless work and attention to detail shown by our officers,” said Chief Lee Bercaw. “To anyone thinking about running an illegal gambling operation in Tampa, consider this your warning.”

Perez faces three charges: One Felony County of Conspiracy to Bookmake, One Felony Count for RICO Violation, and One Misdemeanor Count for Agent or Employee of Keeping of Gambling House.

Franklin faces five charges: Two Felony Counts of Betting on Results of Trial or Contest of Skill, One Felony County of Bookmaking, One Felony Count for RICO Violation, and One Misdemeanor Count for Agent or Employee of Keeping of Gambling House.

Parilla faces seven charges: Four Felony Counts of Betting on Results of Trial or Contest of Skill, One Felony County of Bookmaking, One Felony Count for RICO Violation, and One Misdemeanor Count for Agent or Employee of Keeping of Gambling House.
